Is there any rapid publication journals that are indexed by ISI or SCOPUS or both that cover the field of computer science or information systems?

I would recommend journals affiliated with Karger and Wiley Online Library publishers. They have a rapid review process. They also have an option called; Fast track publication, which allows the author to submit for only a rapid editorial review.
I also need to warn you, in your quest, because most predatory journals offer rapid publications. Be sure to check the Bells list before submission.

If you already have the title and abstract for your article, you can use the following tools from Elsevier and Springer to help you pick a right journal among those that belong to the respective publisher

If you publish your paper in free and scopus journals, then you have higher value in your coming career. According to your wish, I request you don't expect fast journals. Because for your work, you took nearly 6 to 12 months. Then how much time they require for review the paper. They also take nearly 4 months. Actually this is correct process. If you want fast publishing, the corresponding journals are paid and give fake report. Then better to give priority to standard and free journals like as springer, elsiver etc.
There are numerous journals now claiming that they are UGC approved. It is you to check the status of the journal and publish.

The rapid publication journals that are indexed by ISI or SCOPUS need to pay fees for publication, but for free publication, you will need to wait months period, and some Journals need language proofreading for not speaking English countries and this item needs fees.
