You mentioned hydrothermal treatment, which can indeed reduce nanoparticle size. By subjecting your AgNP solution to high temperatures and pressures, you can induce size reduction. This method requires careful optimization of temperature, pressure, and reaction time. Check articles:

Yeonsang Lee The normal route to smaller sizes is lower concentration of the AgNO3 thus keeping the formed particles further apart (reduces collision frequency and thus potential aggregation and agglomeration) after synthesis. Try dilutions of 10X and 100X for trials.
