Some times, some authors have no scientific contribution to a paper. For example, they only pay the publication charges. In my opinion, it is an unethical research-related activity.
I would like to know how an institution can determine if an author has not enough scientific contribution to a paper.
Ehsan - one could argue that it is not the institutions responsibility to determine author contribution. Instead, they assume that appropriate arrangements have been made at the 'local level' i.e. between the research/publishing team members prior to final publication. A more recent 'check-point', for a growing number of journals, is the prompting to corresponding authors that any changes to the author order (from the initial draft) may likely result in significant delays in processing the final proof.
This is very common and will continue to happen. Not everyone care about ethics.

I agree with your argument. However, in most of our institutions, funds are assigned based on the previous scientific activities of the academic staffs. In this case, I think the institution is responsible for such issues.

I think it has always been difficult to establish what is termed as enough contribution. Though the word enough itself is hard to quantify but we can let the original contributor of research paper determine.
Why are you even paying publication charges? Reputable journals do not charge to publish.

First, including the co-authors is the responsibility of the main author. Secondly, paying publication fees may have the name of the payer in the acknowledgement part, not in the authors list. That is why journals have the acknowledgment section.
Institutions, normally, look at the order of the authors name and give weight to every order as its contribution to the work.
