It depends on the institution scoring the paper. Some institutions assign the same score to all authors while others assign a value to first author, seconds author, etc.
This is the method followed in universities of South Africa to estimate the contribution for evaluating academic performance. Each article published in indexed journals is assigned a value of 1. Contribution (Called as Unit) is estimated as follows.

Another system is followed in central institutes in India. Each article is assigned a value of 4 points. First author or Supervisor will be allotted 2 points. Contribution of rest of the authors is determined as follows.
