Most of the metal oxides are ionic crystals with strong ion-ion strong bonds.For dissolving these oxides the strong bonds between the metal posetive Ions and the oxides negative ions must be disrupted.
Then how is possible to dissolve these type of solids without a chemical interaction?
Electrodeposition of metal salts, dissolved in ionic liquids is well known, the catch here is, that in order to be able to dissolve well a metal oxide, you either have to complex it, or to use a strongly acidic ionic liquid, as mentioned above. Such ionic liquids are, unfortunatelly, not that electrochemically stable and tend to generate hydrogen when subjected to strong currents. You might want to try and use metal halides instead.
