Poorly soluble in BCS class II and IV means that the highest dose of the drug needs more than 250 ml of water solvent (buffer) in the pH range (2 - 7.5, if I remember). So you need the data of dose and solubility in such pH range to determine whether the drug is poorly soluble or isn't.

Saturation solubility of drug less than 1mg/mL indicate the poorly soluble as per BCS class. However, in BCS class there are two terms only i.e. poorly and highly soluble.
Dear Abhijeet Kulkarni , BCS class takes into consideration the largest dose to be administered and a constant volume of 250 mL (as already stated by Annas Binarjo ). If the drug lowest solubility across the physiological pH range is larger than the "largest dose/250mL" then it will be classified as a "Higly soluble" drug, otherwise a "Low soluble drug". That being said, there is no straightforward correlation between the drug solubility and BCS classification. Regards, Luis
