Let's start with your desired application (optical, illumination, laser)
have a look at "Links on Optical Design and Engineering"
Then consider a purpose (stray light, optimization, tolerancing, ???) and simulation accuracy (implemented models of optical phenomena).
I have solved a lot of design problems for Machine Vision for Quality Design with renderers (e.g. LuxRender, etc.- open source). (see my very old paper - Rendering for Machine Vision Prototyping)
The renderers are not Optical Design Software - but very powerful optical simulation tool - for non-sequential simulation.

Or you could try the in-built functions of Wolfram's Mathematica (http://www.wolfram.com/solutions/industry/optics/) or the add on Optica (http://www.opticasoftware.com/documentation/KeyOpticaFeatures3.pdf). Again, depends on what you are targeting.
