Unlike the well developed and widely publicised Global Competitiveness Report (GCR) of the World Economic Forum (WEF) that obtains in the commercial business space, there is a dearth in the domain of public sector productivity.

My immediate responce the question would be: determine what the output measure should be, and; define the input measure(s), aftet reading Lauras comment I am driven to ask what variables were chosen as input(s) and ouuput(s). This places on the same footing as you Clark.

There is not a global index of governmental productivity that I know of, but I know of a good number of indices of public sector efficiency, which measure the outcome relative to the resources employed. Unless I'm missing a nuance of your question, this sounds as if it was essentially what you were asking. I attached a publication quantifying this (by Alfonso and Schuknecht) and an earlier working paper. I'd be interested in hearing if this in any way answers your query.

World Bank produces Government Effectiveness every year. You can also add corruption index such as control of corruption which is also produced by WB.

Government needs to promote Technology Up gradation in these unorganized units through local level associations. Incentives in terms of financial assistance for procurement of Machinery, Credit at special rates, technical advice on productivity improvement and selection of equipment & machinery may be provided to units to enhance the productivity and competitiveness of food processing industry.

One of the most widely used measures of productivity is Gross Domestic Product (GDP) per hour worked. This measure captures the use of labour inputs better than just output per employee.
