Ive seen papers in which people measure OH by the extent / rate of hydroxylation of benzoic acid.
In your sample containing Oxygen it contains un paired electrons it gives ESR spectra.The free radicals can be easily identified by using ESR spectroscopy. It gives bands of ESR signals.

PL is a very effective method. EPR is too expensive and not available for anybody.
EPR is one of the best techniques for such application.
