China first began luring foreign scientists to move to China in 2008 using Thousand Talents Plan, and now in 2023 it launched The National Natural Science Foundation of China (NSFC) launched the NSFC Excellent Young Scholars Fund (Overseas). However today the US openly accuses China of stealing sensitive technology from American laboratories using this method of entry. Cases put forward by the US include Jon Antilla who left the University of South Florida, & relocated to Tianjin University in China, where he was awarded a grant through a Chinese recruitment program, Thousand Talents. He wasn’t alone: He found many researchers who had resigned from the University of California, San Diego, and Texas A&M, among other prestigious institutions, attracted by China’s readily available funding. As the news reports say many top Chinese scientists working in America's most advanced weapons labs have already been recruited by Beijing to help develop hypersonic technology, deep-penetrating warheads, drones, stealth camouflage, and quiet submarines hence the question.
