Dear Alastair Bain McDonald , thank for locating the reference. From my point of view, the experiments are not correctly designed in this paper. Actually, they looked at the effect of concentrations of reacting ions. The concentrations evidently changed the ionic strength (not ION strength as in the question). Therefore, the assignment the observed effects to the change of ionic strength is very questionable.
As I have already mentioned, the question is ill formulated.

may I suggest one of my favorite textbooks on ion chromatography to answer this question? Authored by Hamish Small, the book is called "Ion Chromatography". And on page 69 ff, the author states:
"...As a rule, increasing the ionic strength of the eluent will hasten elution
unless complexing is present, in which case the reverse can happen (...). Thus, increasing the concentration of the eluent is one means, and an
effective one, for bringing elution times into a practical range. However, there
are many practical reasons for placing an upper limit on the concentration of the
eluent: economy in the use of expensive reagents, the hazardous or corrosive
nature of the eluent, disposal of waste, or a variety of inconveniences or problems
attendant on using concentrated solutions. ..."
The entire chapter "Ion Exchange in Ion Chromatography" in this book is the best I can suggest to explain the mechanisms and equilibria involved.
Another excellent source coming with a ton of application information is the "Handbook of Ion Chromatography" authored by Joachim Weiss.
Maybe the library of your research institute has a copy of either or both?
