NOOOOO! Each molecule can have a different response to the detector (any detector!). An example would be 2 molecules; one molecule can have 1/2 the response to the detector than the other for the same concentration. Thus, the peaks would have the same height or area but a significantly different concentration!
Retention Index only shows how long a compound can be retained by the given stationary phase in comparison to a certain standard. It has nothing to do with the concentration of the compound.
