If you think about a survey article; i.e. an article without new research that mainly explains previous research up to now, the answer is it depends on the journal. Read the journal homepage, and you will (in general) find whether survey articles are accepted for publication. Good luck:)
I agree fully with Ian Kennedy. If you start writing for invitations to publish, your production will be extremely low :) And yes, writing a survey is almost always a good starting point for own ideas. In fact, each time a supervise a PhD-studen, the first task is to write a survey on a topic central in the proposed thesis.
