At the moment I work in a Public Hospital and I've been asked if it is really necessary to do the Pandy's test on normal CSF samples. We do know that it won't show anything if there is no augment in the total proteins, yet it's still requested along with a quantitative test for protids.

You are probably correct that it is a redundant test *if * a quantitative test for protein is also requested, but some clinical tests are historically reassuring to many doctors. At worst, it is an easy test that confirms the quantitative protein test. A second confirmatory test (Pandy's) is always reassuring (provided the cost to patient is minimal), but may not be required.
Pandy's test was a screening test for high protein content in CSF. when quantification of CSF protein was not easy are feasible at all. It has been replaced by quantification of CSF proteins.
Pandy's test is a simple screening test for CSF globulin, it is of value only at places where it is not possible to measure CSF total protein.
