i am currently working on a physical approach to reducing congestion in cellular networks. Athough various techniques have been mooted in literature, but with the emergence of the Multiple input and multiple output (MIMO) in wireless communication, i will like to know if there is a specific implementation of this (MIMO) in GSM Networks. thanks

In my opinion, MIMO can be applied, but, GSM technology is older second generation and has been established in accordance to certain standards. So, in my view , MIMO is intended for the new mobile standards for services needing large bandwidth and data rates.
MIMO has two objectives mainly,
1) Space diversity or
2) Space multiplexing.
in comparison with SISO, communication channel can be enhanced in such a way that; 1) the SNR will be improved at the cell boundary by the diversity, reducing the Bit Error Rate (BER). 2) MIMO space multiplexing can enhance the bandwidth efficiency.

MIMO can indeed be used in GSM. There were plenty of measurement campaigns in the 1990s where multiuser MIMO (then called SDMA) was demonstrated. There are papers that describe these results. I am not sure if anything made it into the standard, or if it was simply an add on. MIMO GSM didn't take off because the tehcnolgy was not really needed at that time to multiplex users.
