How can HETEROGENEOUS transmission channels like USSD be secured?

Considering the mass exodus in use of USSD as mode of payments, how can the transmission from this heterogenous transmission channel be encrypted, given that secure protocols like SSL/TLS cannot be "always" be used for its encryption.
