Is it proper to assign a large number of people as co-authors of a manuscript describing not so hard work?
Only people with significant contribution should be assigned as co-author. However, in recent years a lot of papers do not follow this rule.

You can do nothing if others do not obey in a way you are thinking. However, percentage of contribution cannot be a criterion of excluding not so hard working contributers

I should say that it is not my way of thinking.
Such rules have been stated in the submission systems of a number of journals, e.g. Physical Review series. Assigning people with little or not significant contribution as co-authors violates the rules.
