I want to use agilent 4156c SPA as potentiostat for three electrode electrochemical measurement. It is possible to specify different scan rates (V/Sec) and potential windows (V) by this instrument. specifically I am in doubt that how to use it as three electrode potentiostat without applying any external circuitry (op-amp circuit).

First check the compliance of the instrument (to ensure it meets your experimental requirements).
I'm not familiar with the 4156c, but generally you can perform potentiostatic measurements with the following set up:
AE/CE grounded [diagram attached]:
-Force (hi) to the WE;
-Sense (hi) to the RE;
-Force and sense (lo) to the AE/CE;
Or, WE grounded:
-Force (hi) to the AE/CE;
-Sense (hi) to the RE;
-Force and sense (lo) to the WE.
Also attached is a good document by Keithley outlining how EC measurements can be performed using SMUs.
You'll then just need to adjust the test parameters to achieve the correct voltage windows and scan rates. With the Agilent/Keysight B1500A I achieved this with the step size and hold/delay values in the timing submenu.
