The strain BL21(DE3) of Eschericha coli have genes that control promoters for T7 RNA polymerase, it´s possible to use vectors with T5 promoter region. This strain have genes that control a T5 promoter? if yes, they have any consequences for heterologous expression?

Yes it's possible but it would be a waste as this strain is dedicated to T7 promoter driven transcription. T5 promoter is naturally constitutive and recruits bacterial RNA polymerase but it has been engineered to be IPTG inducible (addition of a lacO sequence in it to bind LacI repressor). So basically any strain expressing LacI and the lac permease LacY is suitable.
