We are working on a mobile system/app which monitors user interaction (such as screen unlock and attentiveness to notifications) and I was wondering if there are any suitable functions measure attention taking in account reaction-time switching costs and so on. we are not intending to use any physiological or brain sensors. All measurements will be based on user interaction.

A great starting point would be to have a process running in the background of the mobile device's OS, and it would essentially record how many times the user switches between apps, pages, pictures, etc. as well as how much time is spent on each page, app, ...
With the data collected, you could then compare it to the average amount of time it would actually take the frontal cortex to process and organize the information displayed on the screen. With this base you could then expand on the kind of data it's recording as well as purposely having the phone display notifications to the user to see how easily the user gets distracted at certain points while reading an article, answering an e-mail, etc.

Thank you both for your comments. I am aware of Pielot's paper and also we have developed the software. What I am looking for is any cognitive or behavioural functions that can be used other than time switching...etc
Besides time switching and all that jazz, there are two other areas of interaction that could be exploited:
The first is linguistics! If the software can determine the user's normal linguistic profile, through any number of methods (or through a combination of geographic and racial profiling), one could then monitor the minute changes in attitude, impulsivity, and coherence throughout the user's writings and readings. These data sets could them be analysed to provide information even on the user's neurotransmitter levels available in the extra cellular structures in the brain.
The second would be facial and motor monitoring. I wouldn't be the best person to provide info on this, but it would require gathering information on facial twitches as well as blink rates, eyebrow shaping, and lip movements...
