Yes, you can generate long-term satellite images for agricultural land for free of charge. However, you will need to have the field coordinates or agricultural land boundaries for it. You can use Google Earth Engine (GEE) for extracting NDVI datasets either from MODIS or LANDSAT as you wish.

In that, you may use the batch process over the entire set of layer files that you want to extract. The following links may be useful to you:

Yups that's possible.

For 10 m x 10 m grid, Sentinel-2 A/B imagery has capability to obtain NDVI value. The satellite data is free from ESA. In many cases, you can compae the NDVI from Sentinel-2 with Landsat-8. However, it needs resampling grid cause two satellites data have different spatial resolution.

Yes, it is possible to download LANDSAT imagery for the location of interest; however, you must first find out the satellite path and width for your location of interest before downloading. Subsequently, you can use any remote sensing software (e.g., ERDAS-Imagine or ENVI) to clip the precise farmland perimeter. Thereafter, you can process the image for NDVI and export it to a GIS platform and repeat for the years of interest. You may then determine the trends you are interested in.

Get landsat image and use Google Earth engine to extract NDVI dataset, then you can extract the later file through batching process. As the same with Nikul Kumari

Depending what and where you are looking at in the world, the NDVI may not be consistent from year to year depending when you are looking during the season. A early of late spring, drought conditions, etc. can shift the peak temporally.
