I am writing a short paper for a conference. Page limitation is IEEE format maximum 5 pages. But it seems it will exceed 5 pages. So i want to deduct some point. is it necessary to include related works in short paper? or is it right, if i remove related works section and add a paragraph in introduction section?
the most important section of your lecture must be the results but these may be in a table only. Each table must be explain in a sentence. best regards.
I think no need to add related work as a caption but you can add some lines at introduction or other section so that reviewer may understand better the work which you have extended from the other ones.

You can have a very small paragraph about related works so that it lays the foundation for the readers to know about the background of the article.

It is not necessary but if a short paragraph of related work is added then it would be quite helpful for readers/referees.
You can summarize your paper like abstract its all depends upon you to which part of your paper is most interested. so you can include those parts only which are most important. You should include only tables and the interpretation of the tables need not to be included.
In my opinion, even If you are sure that your paper will be evaluated by a specialized in your field and you really don't have the space to indicate to some of related works, the readers will see your paper as an isolated work. I think the objective to write some of related work is to ensure the continuous of the research in that field or that direction of research and also to see the advancement in your work in respect to other work.
