By this time I have made some extension of my submitted manuscript. Developed some new idea on verifying some new criteria.
Now I want to how can I write another manuscript which will be the extension of the previous manuscript. I want to know, what percentage of old literature can I use? How to structure the manuscript?

In my own opinion, it is highly feasible to to an extension of previously published article. You need to justify the need of an extension of such research and thorough literature search.
The study's aim and objectives may be framed differently; OR the study's scope may be widened.
You can include a study on how much testing is actually required (scientifically speaking).
