It's preferable to use "sinkers" while doing dissolution for capsules in order to be sure that the capsules are completely immersed along the dissolution.

I agree. In my experience, if the capsules float the dissolution results have a high individual variation between capsules. Variation minimizes with the use of sinkers.

I think, without sinkers capsule may float on the dissolution medium and have unexpected drug release.

So its always better to use sinkers
