Can the same publication in two journals can be tollerated? I was a bit surprised that yes according to the Czech Ethical Framework of Research (which is an official govt. document - https://www.msmt.cz/file/35847_1_1/) stating:
"Publication of similar (i.e. redundant) articles can be tolerated in the event that the author sent his/her manuscript to a publisher who for a long period of time made clear that he/she had not accepted and would not probably accept this work (for example the publisher did not communicate with the author). Therefore the author offered his/her work to another publisher although the work was, after all, accepted in both publishing houses and was published twice."
I am now wondering what is the definition of the poor journal communitation? For examples, can be a 3-months limbo of a submission accompanied with no response to author queries considered as a bad communication? It is not so uncommon in my experience...
Dear Josef, I believe that any author, who is not satisfied with the journal communication should firstly withdraw the manuscript with an official letter sent to the editor(s) and only then submit the manuscript to another journal. For various reasons, journal policies vary and this may affect the length of evaluation. Of course, it may happen that the journal does not act properly or even ethically, but in my perspective this does not legitimize any kind of similar behaviour from the author.
- Hi Pavel, I agree. That is why I was surprised to see the statement above suggesting that it is possible in the Czech Research Ethics Framework, resolution of the Government of the Czech Republic No. 1005.
