We use technology acceptance models such as TRA, TAM0, TAM1, TAM2, TAM3, UTAUT, UTAUT2 to understand the user acceptability of the systems/technology. Is it possible to use the same models to identify the design requirements of the proposed system, which is under the design stage?
You can use these models at the design stage if the dependent variable is something like the intention to use and not actual use. However, identifying design requirements from these studies (at whatever stage) is not straightforward and is one of the issues such studies have been criticized for.
You may want to look into the Design Science Research (DSR). The TAM approach (UTAUt etc.) is an empirical approach that uses theoretical constructs. You can use some of the existing theoretical constructs at the beginning of the DSR process to give you an idea on "what to work on". Take for example effort expectancy as an input construct in the UTAUT model: It describes somewhat the "easiness to use the system". That can give you an idea to develop some design principles relating to that. However, in very (over)simplified terms, the DSR process supports the design of an information system by having multiple cycles with evaluations of principles and subsequent features using prototypes in the cycles that are improved by each prior cycle's evaluation step. There is a wide body of literature for DSR - it might help to check it out. As Professor Susanne Strahringer mentioned there is some criticism of TAM-based models from a design-oriented perspective. Maybe the following paper helps out a bit in sheding light on another aspect missed by TAM models:

Kai Heinrich , I am already working on designing a prototype . I used Value-Sensitive Design approach to identify values and now working converting the values into design requirements.
