Professor P K Shukla says that by adding charged dust particles to ordinary plasmas, their charge, mass and size change with place and time! Hence the behavior of plasma becomes very complex and therefore he considers dusty plasmas to be a complex system!

Yes. It is a complex system. The dynamics of particles depend on various variables (higher degree of freedom).

Even plasmas without dust are highly complex systems, you can have a broad variety of non-linearities or instabilities even in a simple DC discharge. If you add dust grains to the mixture, of course, it will become even more complex.
