It seems that this is possible in ArcMap version 10.5 and above.

There are two ways.

1. update the version of ArcMap, after ArcMap 10.4 is possible to drag in HDF files directly and open them.

2. Use the relevant software to convert the HDF file into tif format, you can use ENVI, SNAP, etc.
