Is a CSF-surface tension model good for low capillary number flows ? Or do we need to take care of something else?

Viscosity of liquid is very important factor, hence CFS- surface tension model is good for water, if fluid is more viscous(mercury the exceptional) will not work for low capillary number flow!!!!!!!.
