Yes a policy on having Creativity and Innovation Nurturing in Students as part of teacher education programmes would indeed help teachers to develop these skills. Once it is part of their curriculum, then the latter would have to be assessed during their teaching practice.

so, i would like to disagree with your point. creativity is little else than creative thinking, which is learned, and which can be taught. one may even go to the extreme and say creativity is behaviour that can be thus taught and learned.
creativity certainly has axioms, implying established theory as premise.
there are a number of professional innovation and creativity facilitators. if they were that bad, they would not exist. perhaps this is also a good point for empirical research - to what extent participants perceive facilitators are able to stimulate their creative thought.
i have also personally met people who are by nature very mundane or non-creative, and who have successfully taught themselves to be/ become/ think creatively. in a sense, they have made a u-turn from non-creative to creative.
hence, one way to incorporate theoretical and practical exams on creativity would be to have the examinee take a test on the countless innovation and creativity tools available, and then practically demonstrate the application of one or more of the tests. in my opinion, that may suffice to count as having stimulated the individual to think creatively. innovation and creativity then also come by/ through individuals mastering the tools to the extent that they sub-consciously start to integrate and blend them. so, you are very likely to have a fairly innovative and creative person, after the person has mastered a number of creativity tools.
the objective of teaching art (or any vocational subject, like woodworking (carpentry)), is to teach technique, not to get your to do your own personal version of mona lisa. the former typically is sufficient to lead to the latter.
I must tell you dear sir that a teacher if he is not innovative and lacks creativity he or she will fail in academics in this era. Creativity in teacher has now become most essential element and he has to think differently to be a leader.
