i'm looking for the right direction to pursue my work, i need to know weather i should first go for simulations using comsol or FDTD ..else study the experimental work , also i need to know from where i can get the FDTD free one and can anybody guide me and let me know that where in India i can find labs to go for experimental work ?

Depends on whether you are better with programming or hands-on experimental work. Overall I would recommend starting with experiments, since in my experience experimentalists appear more in demand compared to numerical modellers (however keep in mind that it might change in the future). I believe that since you are doing PhD you must come up with some novel idea which you should benchmark/demonstrate with your simulations first. Finally you must attempt to do some experiments to validate theory and simulations. try to do rigorous literature survey to understand what is the thrust area in nano photonics nowadays.
In my opinion, Experimental hand on experience is still preferred. It is always easier to get your work published if it has an experimental component. Although simulations are advancing every day, many researchers are still reluctant on relying on simulation results only. For example, IEEE-MTT almost requires that you verify your findings by experiment.
However, still simulation can be very helpful but do not just reply on it. There should be a reasoning behind the results. You can use Meep or , free simulators developed by MIT

There is one more concern on my side that , I do want to go for experimental work and seriously I want to work for it , but due to some lack of facilities regarding the equipment and resources I am unable to do so and quite perplexed.
COMSOL is available with me but I am unable to find FDTD, as far suggested by " Sameh Ahmed Yousry Elnaggar" , I will check out the link provided by you.
can anyone suggest me some online link or about any scholar or any experimental lab set up (preferably in INDIA) .where I can work , it is the need of an hour for me.

At first, did u finish the simulation in COMSOL or any equiivalent software ?? if yes what are the results you got, are they promising enough to execute the experiments ??
Secondly, whie putting your queries try to be more specific , so that you get exact answers. till know we dont know what is your reserch scope or what are your expertise areas ?? plz discuss.
