Peer reviewers who has experience in evaluating the manuscripts and make sure the all part of the article in line with the journals format and more importantly they are in the position of the submitted manuscript has a scientific value. Make some contributions to the literature, not needed to be “ground braking ” one. Editors have the final decision makers; they look in every aspect of the manuscript and need to take on board the peer reviewer‘s suggestions.
