Impact Toughness of HSLA steel welds

I am currently working on the determination of the impact toughness of HSLA steel welds. The used welding technique is the FCAW. Would someone suggest relevant literature which can explain why the weld metal presents worse/ inferior impact toughness properties than the base metal?
