If I want to know the full length of a specific gene and the ORF of this gene, should I do RACE PCR or there is another way? Note that the whole genome of the insect is published.

have you cheched whether the Sequence is available at the NCBI ?
https://www.ncbi.nlm.nih.gov/
just search for the name of the gene and check whether it is listed under genes.
Otherwise just take as much of the sequence you have and blast it for your organism.
