bacteria has phases in growth. but there is a perfect time in which some balance between exhausting feeding material, gene expression and excreting toxic excretions. So, there must be a perfect time to do the experiment (heat shocking) to capture the RNA of its best transcription case. PS the bacteria is Salmonella Cholerosius.

It really depends on what you are trying to do. You may need to harvest RNA at several points and several temperatures if you are trying to analyze the expression levels you will want all this information to give a good understanding. As for growth cycle most expression assays are done during the log phase, which is around 0.3 OD600.
