You should start by looking at the classes needed to create a new routing algorithm for the mesh NS3 module.

In my opinion, and for the best of my knowledge, NS-3 is the most suitable tool where you can implement this kind of algorithm.

There are other tools but most of them are proprietary.

I think NS-2 will be suitable because a lot of help is available to implement or modify a routing protocol in MANET.
