Molarity is the number of moles of a substance in 1 liter of the solution. if a one-quarter molar solution is desired (0.250 molar), weigh into the beaker 15 grams urea (one-fourth of one molecular weight of urea i.e, 60 gm) and, while stirring, add water until reaching the 1-liter mark of the beaker. Similarly for 1M add 60 gm in 1L, 2M = 120 gm, 3M = 180 gm, 4M = 240 gm, 5M = 300 gm.
Or, with far less weighing out, make up 5M solution in excess and from that solution dilute 4 parts + 1 part water(4M), 3+2 parts water (3M) 2+3 parts (2M) and finally 1+4 parts water (1M).
One practical tip: when you are preparing 5M solution of urea, expect that solid urea will have a volume comparable to the final volume of the solution. Thus, weigh urea and then add water carefully to not overfill the expected final volume.
