I want to get the positions of a gene or its regulatory elements in the given region. Can details regarding this be found anywhere in a websites/database?

I want take out all the genes falling under a given start and stop position of all the genes deletion/duplication. Is it possible to get that ? If its possible, then please let me know.

Depending on which plant species you are studying-- some genes and their regulatory regions are well studied in some species (such as model plants) and have been stored in databases, then you can get these info, otherwise you cannot.
