Some species are recalcitrants to plant growth regulators, you must try the activated charcoal to aid the cytokinin adsorption (originated from early multiplication medium). You can try to different levels of zinc sulphate, whereas zinc is a precursor of endogenous AIA. Moreover, some species did not need plant growth regulators to root.
you can use 2 ways. 1: use lower concentrations (0.1-0.5 mg/L) of auxins such as IBA (1/2 salts) for one step and for 1 week in dark and then transfer them to 16/8 photoperiod conditions.
2: use higher concentrations (2-... mg/L) of auxins into 2 steps. at first for 1 week in medium (1/2 salts) containing auxins in dark and then transfer the cultures into auxin free medium at 16/8 photoperiod conditions.
They were helpful for pear (woody plant/difficult to root). I hope it be helpful for Astragalus, too.
Preculture plants on medium containing auxin for a period then cultureed them on medium without auxin. This can be done in combination with dark condition.

Anyhow, increase the dose of sucrose if you are using 30 g/l make it 40 and if you are using activated charcoal with above growth hormones in earlier rooting stage, don't use it at earlier stage of rooting because it sometimes restrict and reduce the root production and number, trimmed the roots to 1-2 mm before starting rooting stage and apply macro nutrients of Gamborg and micro nutrients of MS with 40 g/l sucrose and add charcoal after two sub cultures....
