generally for positive pressure we do calculate hoop stresses. in this case inside fluid pressure is negative while outside is atmospheric. this negative pressure actually collapse tube/hose. so in order to prevent hose from that i need to verify whether negative pressure is harming hose or not?
Given that most classical stress solutions are linear, the static stress can probably be resolved using the usual positive pressure solution.
As for collapse, you'll likely be interested in the standard buckling solution for a tube. If you have a copy of Roark's Formulas for Stress and Strain, this can be found in chapter 15, table 15.2, case 19.
Since you're dealing with negative pressure, a tube would probably be a better choice of component than a hose.
