So far I've used PCL in chloroform and alginate in water. PCL (chloroform) + Alginate (NaOH). PCL (Formic acid) + Alginate (water). PCL (chloroform) + Alginate (Acetic acid). The result is not really homogeneous. I need the mixture for electrospinning.
You will find a few papers with PCL dissolved in acetic acid, so my best guess is dissolve both in acetic acid and optimize your solution/parameters from there.
Thank you Marc, I've tried that but in lower concentration of acetic acid. I will try it using higher concentration and see what will happen.

I already try using Acetic acid for both PCL and alginate and it can not work because the PCL solidified in contact with acetic acid 0.05 M in sodium alginate. TFE is really harmful and I can not use that. I've tried using DMF for alginate. Sadly, it failed. Do you have any idea what kind of homogenizer for this solution?
Both the water-miscible cyclic ethers tetrahydrofuran (THF) or 1,4-dioxane could be considered to dissolve polycaprolactone (PCL). You could consider to mix this PCL solution with alginate aqueous solution.
