What would be the best way (or how you would personally go about doing this) to make a liquid solution using a powdered plant extract without subtracting from the plants natural medicinal effects or lowering the efficacy. I would like to make a topical solution using a 5:1 powdered extract to test a theory I am working on, but don't know much about this. I would most likely use an oil such as jojoba oil to enhance penetration (as well as to keep the test natural and give the solution a thicker consistency), but I do not know if that would affect the medicinal value of the extract. I am worried that the liquids I might use will lower the medicinal value of the plant extract and also that they will not penetrate the skin if applied topically. So the question I am asking here is:

What would be the best way to make a liquid from a powdered plant extract with the full medicinal value of the plant in tact and able to penetrate the skin? What substances would you use?
