One important thing you can do in the intro. is to make it clear what the "aims" of the project are. These can be stated in terms of the research questions and the results that they will produce. Often, the aims are stated in a relatively brief list (i.e., 3-5 goals).
If you are unable to construct such a list from the portion of the proposal that you have received, this could well indicate that the proposal is not yet clear enough to be submitted.
I agree with what David Morgan said. You also can take a look at the abstracts of articles in your field that have been published. They might give you some ideas of how to set up your introduction.
