How to use PTFE (powder) as binder for supercapacitor electrode fabrication?

I am trying to make ink as follows:

Mixing of active material, carbon black and PTFE (powder) 8:1:1 in ethanol solvent and deposition on Ni-foam, but after drying material is not well attached to current collector.

Can anyone please recommend the ink preparation methodology using PTFE (powder)?

for your response. Actually, when I submerge the prepared working electrode in the electrolyte, some of my active material washes out from the surface.

Most of the literature reported 8:1:1 of activated carbon, carbon black, and PTFE in ethanol for making ink and I am doing the same but facing the loss of active mass problem.
