You apparently coated the nanoparticles with two layers of CTAB molecules with a hydrophilic group out into the water. It needs to be calculated and covered with one layer. It is better to use mercaptans or thioalcohols for these purposes. The thiol functional group is covalently bound to the gold surface and the particles will then be more hydrophobic.
