The agar is the solidifying agent and no matter what you do, the Nutrient agar will solidify once the temperature reaches 40oC. Unless you hold it above this temperature, it will solidify. Is very difficult to separate agar and nutrients in media. I agree with Becky. Nutrient broth is evaluable in comercial formulation. Is very good media, we use it for several. xperiment.
If you want to separate the agar, prepare the normal concentration of nutrient agar in water (not boil), then filter the solution in filter paper. You will get nutrient broth.
If you want to avoid solidification physically and not to use then recommendation are temperature above 40. However I feel that you want to use the media as you have no broth available thus my recommendations are that there is no substitutions for that.
Better individually you can prepare broth adding separate components.
Also above method can be implied theoretically as agar is solid and would dissolve only on heating thus can be filtered, but robustness is a question along with the concentration variation in components while filtration.
