How to solublize nordihydroguaiaretic acid (NDGA) in water ?

I want to treat fruit with NDGA, but according to references that NDGA was soluble in water with detergent of Tween20 (0.05%). indeed, I tested it and found it is still unsoluble. Why, who can tell me how to figure it out?
