The criteria for record selection and scaling for IDA depends on the objective of your work. If you could clarify that, I may be able to help you.

There are a variety of sources that you can use to find out how to select ground motions suitable for performing IDA:

1- FEMA P695 introduces two series of far-field as well as near-field records.

2- NIST GCR 11-917-15.

However, the best way is to first specify a cite. then through performing PSHA and developing whether UHS or CMS, select ground motions that match to the mentioned spectrums.
