I need to model the turbulent flow around an airfoil (RE=10^7) with the presence of a DBD plasma actuator on the airfoils upper surface. The turbulence model is K-Omega SST and I use Fluent software. can anyone help me model the DBD plasma effect?

A conventional way would be adding source terms to momentum equations in "Cell Zone Condition" panel. This approach allows to mimic the effect of plasma actuator on the flow but I am not sure about its reliability and how far it is close to physics.

By using User Defined Functions, you could be able to add the required terms to the momentum equation regarding DBD physics. Refer to Fluent manual or CFD forums for equations and UDF samples.
You need to introduce a steady localized volume force in streamwise direction (extending the x-momentum equation and the energy equation). The force has a spatial distribution, ranging in wall-normal (y) and streamwise direction (x) (and also in spanwise direction if you simulate a full 3-d case and use a spanwise limited actuator). The volume force accelerates the fluid and at the same time pulls fluid from above into the boundary layer. Check the appended two short articles for further details.
