In my opinion the quality of the writing of an article is just as important as the scientific content. I'm sure most of other researchers also agree with this. It's very often that an article is rejected in the review process just because of the writing quality of the manuscript.
What is the best way to practice writing skills?

Hi Mohammad. Most journals require English, so you can improve your language skills through courses or use even a proof-reader. There are 4 basic principles that I use:
Each sentence should only be able to be understood in one way.
Your article must be understood by a lay-person.
The end of every sentence must relate to the start of the next sentence.
Every paragraph must start with a summary sentence.
There are many more principles than this. You can also look on-line about how to write well in scientific articles :)
